The founder of Richmond, John Miller, had been a colonel in the American army during the Revolutionary War. In 1798, the state legislature approved relocating the county seat from Milford, purchasing two acres of Miller’s land for the purpose. The site was named in honor of the Virginia state capital that was also Miller’s birthplace — Richmond.

Despite being the county seat, Richmond’s population in 1800 consisted of a mere 110 residents. Growth was sporadic during the 1800s; Richmond lost 50 percent of its population between 1840 and 1850, doubled its population between 1850 and 1860, experienced rapid growth for the rest of the century and then saw slow growth for the first half of the 20th century. However, since the late 1990s, Richmond has been enjoying a residential and commercial boom that has been fueled in large part by development throughout the region.
